Short answer

Germany follows the EU's new small-parcel rule: since July 1, 2026, parcels worth under €150 pay a flat €3 customs duty per item category — hoodies and caps in one box are two categories, €6 — plus German VAT at 19%, charged on goods, shipping and the duty. VAT on low-value parcels is usually collected up front through the EU's IOSS scheme. A parcel with €120 of goods, €30 shipping and two categories comes to about €185.64 landed. How does the EU's €3 duty work for a German parcel?

The Council of the EU agreed the change in December 2025 and it took effect on July 1, 2026. It replaces the old duty-free treatment of parcels under €150 with a flat €3 customs duty for each different category of goods in the parcel. VAT was already due on these parcels; that doesn't change.

Add a third kind of goods — a pair of trainers, say — and duty rises to €9, with VAT on top of that too. Over €150 of goods, the flat rule no longer applies and ordinary duty depends on the product.

Verdict: For Berlin, the cheapest parcel is one with few kinds of goods. Group by category rather than by what arrived first.

IOSS, tax-free lines and what you pay at the door

IOSS is the EU's scheme for collecting VAT when you buy rather than when the parcel arrives. Many agent lines to Germany are sold as 'tax included' or 'tax free' — meaning the line collects VAT (and now the duty) up front, so DHL or Hermes shouldn't ask you for money on delivery. Lines without it leave customs to the carrier, which can add a handling fee on top of the tax.

Who delivers agent parcels in Berlin?

Once in Germany, agent parcels usually travel with DHL, Hermes or DPD. Berlin addresses often mean shared buildings and Packstation lockers, so:

  • Put your name on the letterbox exactly as it appears on the parcel; German carriers are strict about matching names.
  • Add a phone number and, if you use a Packstation, your customer number in the address line the agent provides.
  • Expect a 'Zoll' notice only on lines without tax included; pay through the carrier's own app or site.
