Until 2025, most small agent parcels entered the US duty-free under the $800 de minimis rule. That's gone. The allowance ended for Chinese goods on May 2, 2025 and for every country on August 29, 2025, and a permanent statutory repeal is scheduled for July 1, 2027.

How New York buyers can keep duty under control

• Ship fewer, fuller parcels. With no allowance, the old trick of splitting a haul into several small parcels no longer saves duty — it just multiplies shipping and handling.
• Use a duty-included line where your agent offers one; it turns an unknown bill at the door into a known price at checkout.
• Declare truthfully. Under-declaring is illegal and can lead to seizure or penalties, and it doesn't reliably save anything.

US lines usually hand parcels to USPS for the last leg, or use UPS, FedEx or DHL as couriers door to door. In New York City a few habits save trouble:

• Apartment numbers matter. Put the unit number in the first address line, not just the second; some Chinese systems truncate line two.
• Use a phone number the carrier can text; doorman buildings and package rooms are common, but not universal.
• Duty bills arrive as texts or emails. Pay only through the carrier's own site or app, typed in yourself; bogus 'customs fee' messages are a well-known scam.
